Depends what operating system you’re trying to install, please provide more details….
To install a fresh copy of Windows XP, follow these steps.
1. Start your computer from the Windows XP CD-ROM. To do this, insert the Windows XP CD-ROM into your CD drive or DVD drive, and then restart your computer.
2. When you see the “Press any key to boot from CD” message, press any key to start the computer from the Windows XP CD-ROM.
3. At the Welcome to Setup screen, press ENTER to start Windows XP Setup.
4. Read the End-User License Agreement, and then press F8.
5. Follow the instructions on the screen to select and format a partition where you want to install Windows XP.
6. Follow the instructions on the screen to complete Windows XP Setup.

Before i would do anything I would boot the PC into Safe mode (holding F8) on boot up, if that works try a system restore.

If you have the WIndows XP recovery disk, insert it in your disc drive and restart the computer. It’ll walk you through the steps.

What kind of OS. Windows Probably. So do the following. Because you said that the screen only shows the wallpaper theres no way of accessing the hard drive. OK tell me this. Did your computer have a back up partiton on the hard drive? (Thats when part of the hard drive was taken so the OS and other files could be saved on it so incase of something like this happened, the main hard drive could be formatted and the OS could be reinstalled) To tell if it did, before when you opened ‘My Computer’ did it show two hard drives (One was called something like ‘Local Disk (C:)’ and the other something like ‘Company_Recovery (D:)’) If there was then turn your computer on, right before the windows logo appears press f11 or f12 and do a DISTRUCTIVE RESTORE and that should fix it.
If your computer doesn’t have that then take your PC to the place where you bought it to get it fix. If they tell you that the OS is messed up, your porbably goin to have to format the hard drive and buy Windows all over agian (thats like $100 or more) to get Windows running again. If you have to get the hard drive formatted, I suggest you ask them if theres a way you can get a recovery partition for your hard drive. Its a very helpful thing. I’ve had to uses it and my PC is running really good.
If you had recovery CD’s/DVD’s, insert the CD/DVD’s and start your computer. Full the onscreen instructions.
If you do need to get the OS reinstalled and the hard drive formatted, besides getting a recovery partition, buy some dvd’s (like ten) and create recovery dvd’s for your system. Its always helpful to have two sets of recovery options (the DVD’s or the hard drive) Theres nothing more I can tell you.
If you don;t want to pay extra for the partition at the store, you can create one yourselfhttp://www.netadmintools.com/art403.html
but its better if you pay for it because they are trained to do this.

My answer would be that you put in the CD-rom with the OS on it and follow the instructions.

Well first off do you have the restore cd’s or the operating system cd? If restore cd simply but in the cdrom drive and boot from it. may see a message during boot up to push any key to boot from cd. Press any key. Same goes for operating system cd insert and boot. During setup delete exisiting partition and recreate to ensure virus is removed. Hope this helps

Download max torrent from the net on a nother PC and store it on a flopy disk. Take the disk and put it in to your PC. When the BIOS starts up pres delete over and over again until you see the setup menu. Select boot options ant chose Flopy as you first boot sistem. Go back to main menu and select save and exit. Insert the disk and wait for the program to start. Read the instructions and format your local disk. After that You should be able to reinstal Windows/linux/…
